A reduction in rice planting in Asia is expected to trigger a global increase in price, so what can African economies do to secure their domestic consumption?

Many African countries meet their rice consumption by importing the precious grain from Asian countries like China and India. But a reduction in rice planting and adverse weather conditions in Asia risk pushing up prices on the continent. So how can African economies secure their domestic consumption?
